Subject: Formal Memorandum Regarding Grave Violations Against the Ahwazi People and Request for Australian Government Intervention

Dear Sir/Madam,

The Ahwazi Human Rights Association – Sydney, a legally registered civil society organisation in Australia, respectfully submits this urgent memorandum in light of the grave and escalating developments in the Islamic Republic of Iran. Recent events include widespread protests across multiple cities and provinces, accompanied by reports of deaths and injuries, the exact number of which remains unknown due to the Iranian authorities’ lack of transparency.

We have received credible reports confirming the killing and injury of several Ahwazi citizens by Iranian security forces as a result of their participation in the ongoing protests. The situation is further aggravated by the deliberate and systematic shutdown of internet and communication services, including in the Ahwaz region, which has effectively severed contact with our people, obstructed documentation efforts, and prevented protection, advocacy, and humanitarian response.

The intentional disruption of communications during popular protests can only be interpreted in two extremely serious contexts:

1. To facilitate repression and violent crackdowns away from international scrutiny.
2. To prevent monitoring and reporting to the international community, in clear violation of international legal and humanitarian standards.

We wish to underscore that protests in Ahwaz differ fundamentally from demonstrations in Persian-majority cities. Historically and presently, demonstrations in Ahwaz consistently raise demands for the liberation of Ahwaz and an end to Iranian occupation. Iranian authorities have repeatedly responded with lethal force, mass arrests, and collective punishment. We are deeply concerned that large-scale massacres may be committed in Ahwaz to intimidate protesters elsewhere in Iran.

We hold the Iranian government fully responsible for the safety of Ahwazi civilians. In light of Australia’s commitment to human rights, rule of law, and international justice, we respectfully urge the Australian Government to:

1. Publicly condemn the killing and repression of Ahwazi protesters.
2. Apply diplomatic pressure on Iran to cease the use of lethal force and restore communications.
3. Support an independent international fact-finding mission on violations in Ahwaz.
4. Raise the Ahwaz file within the UN Human Rights Council and relevant Special Procedures.
5. Consider targeted Magnitsky-style sanctions against those responsible.

Dear Ahwazi Human Rights Association, Sydney,

Thank you for your email of 15 January 2026 regarding the Iranian government’s recent crackdown on protests and acts of persecution against the Ahwazi community. I am responding on behalf of the Minister for Foreign Affairs.

The Australian Government strongly condemns the Iranian regime’s appalling use of violence to suppress protests and expresses grave concern at the scale of brutality against civilians, including minority groups.

On 3 February 2026, Australia announced targeted financial sanctions against 20 individuals and 3 entities in response to Iran’s repression. Those sanctioned include senior officials and entities of the Islamic Revolutionary Guard Corps (IRGC).

Both the Prime Minister and the Foreign Minister have issued statements urging Iranian authorities to end the killing of protesters, arbitrary arrests, and telecommunications blackouts. Australian officials have also raised these concerns directly with Iran’s Embassy in Canberra.

Australia continues to work in multilateral forums to pressure Iran to uphold the rights of all its citizens. On 23 January 2026, Australia delivered a statement at the UN Human Rights Council Special Session and co-sponsored the renewal of mandates for the Fact-Finding Mission and Special Rapporteur on Iran.

Since 2022, Australia has sanctioned more than 220 Iranian individuals and entities. In November 2025, Australia listed the IRGC as a state sponsor of terrorism under Australian law.

We acknowledge that Ahwazis are often disproportionately targeted during periods of unrest and value the opportunity to exchange information with Ahwazi communities in Australia.

Australia will continue to stand with the people of Iran in their pursuit of human rights and fundamental freedoms.
